The City of Bloomington is on a crusade to clean up the issues of wells not being sealed properly. Many home owners abandoned the wells and in an attempt to seal it, they stuffed insulation, newspaper, or anything they could find down the tube, and then poured concrete into the pipe.
The city of Bloomington is now in an effort to catch up and enforce the Minnesota statues 1031.205, sub division 3, Bloomington code 15.160 MINN R. Sp. 4725.1848 of having the well properly sealed by a licensed well contractor and obtain a permit by the City of Bloomington.
In order to verify the well is properly sealed, first look for a certificate which would be with the closing/title documents received when the home was purchased. Call the City of Bloomington at 952-563-8977 to inquire as to the status, or the State of Minnesota Department of Health at 651-215-0619.
